Family Unification Program SpotlightThe Housing Authority of DeKalb County (HADC) works with the Department for Family and Children Services in providing 143 vouchers for the Family Unification Program. The Family Unification Program provides vouchers to families who have lost their children to foster care or who are in jeopardy of losing their children to foster care. The voucher is provided to the family so they can gain permanent housing to be reunified with their family. HCV Administrative Plan Changes

Recent updates approved by the HADC's Board of Commissioners for the Housing Choice Voucher (HCV) Administrative Plan include the following:

  1. A new preference to provide vouchers for Youth Aging out of Foster Care or homeless former Foster Care individuals or families.
  2. Added language around DeKalb County code enforcement violations or police calls to a property. If the violations via DeKalb County code enforcement are the responsibility of the property owner, we may ban the unit and/or the owner from the program if issues are persistent and/or are not addressed.
  3. Added the ability for HADC to provide all kinds of special housing, Single Room Occupancy, Congregate, Group Homes, Cooperative, and Shared Housing as eligible property types for the HCV program.
  4. Added our ability to charge for repairs that are not made for reinspections of units. At this time we do not intend to charge for repairs, but have adopted the policy in case we determine that it is needed.

RTA Processing Updates
RTA Processing Updates

A Request for Tenancy Approval (RTA) processing tutorial is now available online.

Important additional RTA updates include:

  1. Landlords and tenants will now be notified via email when the RTA has been denied.
  2. It is important for both landlord and tenant to provide an active email address.
  3. All RTAs will require a model (unexecuted) lease.
  4. The unit must be move-in ready.
  5. All leases must be received two business days after the unit passes inspection. Failure to submit the lease and contract within this time frame may result in a cancellation of the RTA.
